I can start the computer in safe mode, but data fix mode does not fix anything nor does most recent good configuration start up option In safe mode msconfig I changed boot delay from 30 secs to 5 secs and then went to services and disabled all services after hiding all MS services.
The computer still freezes at the scroll bar part albeit a bit longer in time than before Any other suggestions??? Hmm without any ideas forthcoming, sounds like a reinstall of the OS is in order??? Perhaps its time for w I dont mind losing my programs assuming I will if I load W7. What should I do.

Had same problem with unresponsive task bar in Windows 8. I unplugged laptop, removed battery, then put. Battery back in, put plug back in and restarted computer. Magically the task bar is now responding.. The more instances there are running, the more services you are using. Some are totally useless while some are needed in certain cases.
